Sky Buying ITV: What It Means If You Are Not A Big Advertiser

The government is minded to intervene in Sky's up-to-£1.6bn deal for ITV's broadcast business. Why ITV sales will trade as ITV through most of 2027, and what smaller advertisers should do now.

In July, ITV agreed to sell its media and entertainment business, ITV1, its other channels and ITVX, to Sky for up to £1.6bn (ITV News). ITV keeps ITV Studios. Completion was expected in the second half of 2027. On 15 October the Culture Secretary, Lisa Nandy, said she was “minded to” intervene on public interest grounds (Advanced Television).

What the government is looking at

The grounds are the usual media plurality tests, plus a new one: whether the UK keeps a wide range of high-quality broadcast and on-demand programming. Nandy proposes amending the law because the current wording was written when viewing was mainly linear. Sky and ITV have until 20 October to respond. If an intervention notice follows, Ofcom and the CMA both report before a decision on a deeper investigation.

For anyone buying TV in 2027, plan on ITV trading as ITV. A public interest review adds months, not weeks.

Why it matters to a smaller advertiser

ITV1 and Sky Media together sell a very large share of UK commercial TV. Put them under one roof and the biggest buyers worry about price power. Smaller advertisers should worry about something else: whether the combined sales house still wants their business. Large sales houses simplify. Simplification usually means bundles, minimum spends and standard deals, which suit big agencies and leave small budgets less room to negotiate.

There is a counterweight. Channel 4 Sales takes over Paramount’s UK ad sales, including Channel 5, from 2027, and claims a combined reach of 38 million adults. A market with two big sellers competing hard for budgets is not a bad market for buyers, especially during a long review.

What to do now

The independent buyer’s view

Consolidation among sellers is a reason to have someone on your side who buys across all of them. When the big sales houses get bigger, a small advertiser’s best protection is a buyer who knows each house’s appetite and can move money between them. See our ITV advertising guide and Sky Media guide for how each is bought today.
